How to get the source of the page and open my project there?

I’m working on a project that requires to have an external page included into the project. The contents of that external page is irrelevant, it’s just something I wanted to include and didn’t want to duplicate in my own code.

However, I am working in PhoneGap, and as far as I know this tool doesn’t support that solution, which is what the linked question is all about.
So I need help to solve my problem, without the help of scripts.
My problem is very specific in detail, but here’s an overview:
I would like to make a page in Phonegap, and after the page has been constructed, I would like to place it into a local server in a location and get access to that specific page.
